The plan aims to transform health systems by integrating public and private providers, expanding access to essential services, strengthening financial protection, and improving healthcare quality through digital technologies, AI, and data-driven decision making. It is built around six scalable solutions: investing in service-ready health facilities, diversifying service delivery models, redesigning health service packages, expanding and upskilling the health workforce, increasing affordable health coverage, and strengthening access to medicines and health products through resilient supply chains and local manufacturing. The implementation approach combines policy reforms, financing, private sector engagement, strategic partnerships, and knowledge sharing to improve health outcomes, build system resilience, create jobs, and support sustainable economic growth while prioritizing underserved populations.
