About 80% of oil and oil products transiting the Strait of Hormuz in 2025 were destined for Asia. The war has significantly affected fuel deliveries, and could force a shift to both conventional and renewable alternatives.

Weekly links April 17: the missing development economics, unlocking migration’s potentials and getting refugees into jobs faster, writing well in the age of AI, and more… David McKenzie April 17, 2026 This page in: English

Oliver Hanney on the development economics he’d like to see – “We are missing a whole thriving ecosystem working on growth….Across education, health, microfinance, trade and many other areas, we are making lots of progress. I’m particularly bullish on education …And these do all have indirect implications for growth. But if we are thinking directly about economic growth, and the type of questions a policymaker would ask on that subject – something along the lines of: how can I get growth going before the next election, or replicate the success of East Asian economies – development economists have little to say on one of the main levers they can pull, industrial policy….On the last day, I visited an industrial park with policymakers and practitioners from across Africa. Their questions were almost entirely practical, on implementation, e.g. how does power come through, what does it cost, how do you make people deliver on their contracts to build the necessary infrastructure, which government agency is really in charge, how do they coordinate the different actors, where does the money come from.” – there has been more recent work on the what of industrial policy, as in the new policy research report at the Bank, but these detailed how questions are ones where definitely we don’t have systematic evidence.

During my childhood, I often used to go boating in one of Delhi’s picturesque lakes. I loved the wobbly feeling of standing on the floating jetty before boarding the boat. Little did I know that these age-old platforms could one day play a pivotal role in generating solar power, contributing to India’s transition to renewable energy.

Imagine having to take a day off work, travel a long distance and wait in line for several hours, rain or shine, to collect assistance or wage payments from the government. Now imagine having to repeat this process every month. This is the reality for millions of people worldwide whose livelihoods depend on government payments and still receive these payments in cash.

Picture a summer’s day in Alexandra township, in the north of Johannesburg. Tin roofs swelter in the sun. Heat rises between densely packed buildings, and dust swirls on parched, unpaved streets. Residents feel their heartbeats quicken and sweat break on their skin. Trees are few and far between. Even for early risers heading to work, school and daily errands, it’s hard to get respite from the sun’s rays.

Working with Industrial Policy
https://www.worldbank.org/en/region/sar/publication/south-asia-economic-update
South Asia’s growth is expected to slow in 2026 amid headwinds from global energy market dislocation. Trade reforms could unlock further growth by reducing trade barriers, especially for emerging export sectors. Accelerating job creation is becoming harder as job prospects erode in AI-exposed activities, and subnational labor market disparities persist. South Asian countries make use of industrial policies at about twice the rate of other EMDEs. Since 2022, about half of South Asia’s industrial policies have been directed at manufacturing, particularly activities with more or better-paid employment. Cross-cutting measures to improve infrastructure, skills, and the business environment remain a priority to accelerate growth and job creation.
Spring Meetings 2026 | How Electricity Access Supports Jobs and Growth Worldwide
How can reliable and affordable energy drive jobs, productivity, and economic growth at scale?
Reliable and affordable energy is a proven driver of economic development. It powers businesses, improves workforce productivity, and supports job creation at scale. The World Bank Group works with countries to expand energy access through modernized grids and diversified technologies, increasing supply while managing emissions responsibly.
Mission 300, a flagship initiative with the African Development Bank and partners, aims to connect 300 million people in Africa to electricity by 2030. It shows how large-scale energy programs can unlock economic opportunity and support growth across regions.
More broadly, the World Bank Group is scaling up flexible, country-driven solutions to deliver least-cost, reliable energy. To date, 215 million people have gained new or improved access to electricity, with a goal of reaching 575 million.
Join this discussion to explore how replicable and scalable investments—bundling projects, reducing risk, and mobilizing private capital—are expanding access to electricity and supporting jobs, growth, and opportunity worldwide.

Spring Meetings 2026 | Reaching 300 Million Farmers through AgriConnect
How can agritech and digital tools help farmers increase productivity, access markets, and grow incomes at scale?
Agritech (agricultural technology) can reduce risks, improve access to finance and enable real-time decision-making the farm. When scaled, these solutions can drive real economic growth and create jobs across the food sector.
The World Bank Group is advancing access to technology through AgriConnect, an initiative to help 300 million farmers move from subsistence to surplus. This session will highlight practical examples of how agritech solutions are already improving production and market access, and what it takes to move from pilot projects to large-scale impact.
The discussion will examine the main barriers to scale, including access to finance, infrastructure, and market systems. It will also explore how governments, investors, and companies can work together to reduce risk, build enabling ecosystems, and support adoption.
Join us live on April 16 to explore how coordinated public and private action can turn innovation into large-scale impact—supporting jobs, food systems, and economic growth.

Spring Meetings 2026 | Measurement Is Direction: Putting Targets on the Map
This final livestream session in the 2026 Spring Meetings series brought the week’s discussions on targets, results, and impact into focus. It stepped back from individual sessions to address a central question: what are development targets for? The answer is tangible impact—more and better jobs, higher incomes, and expanded economic opportunity.
Drawing on real‑world examples from government and the private sector, the session showed how clear, measurable goals help translate policy into results, and ambition into outcomes people can see and measure. The discussion highlighted how the World Bank Group Scorecard is shifting the institution from tracking activities to delivering outcomes, with jobs as a central priority. It also introduced the Target Map—a public tool designed to make progress more transparent, comparable, and accountable across countries and sectors.
Watch this session to explore how targets, data, and policy come together to support jobs, productivity, and economic growth at scale.

Spring Meetings 2026 | How Digital Health and AI Can Expand Access to Care at Scale
How can digital health and AI in primary health care help reach 1.5 billion people with quality, affordable services by 2030? What does it look like when it works at scale?
This session examined how digital health solutions are already expanding access to care by improving service delivery, increasing efficiency, and reaching underserved populations through remote care and data‑driven systems.
Drawing on real‑world experience from Senegal and World Bank–supported programs, speakers shared practical examples of what is working today to improve access, quality, and health system performance, as well as where key gaps remain.
The discussion explored the policy, infrastructure, and investment needed to scale these solutions sustainably, and the role governments, regulators, and private partners play in translating innovation into results people can see and use.

Spring Meetings 2026 | Unlocking Women’s Economic Power
How can increasing women’s economic participation help create more and better jobs?
Expanding women’s access to jobs, finance, and digital tools can increase labor force participation, support business growth, and drive job creation at scale. When women can manage economic risks, connect to markets, and access capital, they contribute directly to stronger and more inclusive economic growth.
The World Bank Group is working with countries and partners to expand access to the systems that enable women’s economic participation, including social protection, digital use, and access to capital. Together, these areas form a pathway to opportunity—helping women build resilience, participate in the economy, and grow businesses.
This discussion will examine progress toward the World Bank Group’s 2030 ambitions, the challenges that remain, and what it will take to scale impact. It will also explore how coordinated action across policy, institutions, and investment can support women’s economic inclusion and job creation.

Spring Meetings 2026: Launch of Water Forward
On April 15, Water Forward was launched at the 2026 World Bank Group Spring Meetings, positioning global water security—which underpins 1.7 billion jobs across agriculture, industry, energy, and services—as a driver of jobs, investment, economic growth, and human development. Through this initiative, the World Bank Group and its partners set out a shared ambition to help deliver water security to more than one billion people by 2030, working alongside country‑led efforts and development partners.
A central focus of Water Forward is country leadership. Fourteen countries launched country‑led water compacts, signaling a shift away from fragmented, project‑by‑project approaches toward integrated national strategies aligned around policy reform, institutions, and sustainable financing. These compacts elevate water to the highest political level and provide a clear framework for coordinated delivery at scale.
High‑level speakers, including Aliko Dangote and Matt Damon, highlighted the role of private investment, innovation, and new financing models alongside public action. Governments, multilateral development banks, civil society, and private sector partners announced commitments, marking the start of a coordinated global effort to translate water security into tangible economic and development outcomes.
https://live.worldbank.org/en/event/2026/spring-meetings-water-forward

NEW YORK, Apr 10 2026 (IPS) - The past several weeks have marked a significant escalation in hostilities across the Middle East, with tensions rising among Israel, Lebanon, Iran, and the United States following large-scale exchanges of bombardment. Recent statements from U.S. President Donald Trump, including threats of extensive destruction in Iran, have further inflamed regional tensions and complicated ongoing diplomatic efforts. Humanitarian experts warn that these developments risk further destabilizing cross-border relations and could trigger a broader regional conflict.

Informal Settlements Grapple With Climate Extremes in Pacific Islands
By Catherine Wilson
SYDNEY, Apr 13 2026 (IPS) - A rising cycle of poverty and extreme weather threatens many towns and cities, especially those situated on coastlines, in the Pacific Islands. Urban centres in the Pacific have grown at an unprecedented rate this century, rapidly straining national resources for urban planning. But governments are now making progress on improving people’s lives in the informal settlements that dominate the urban sprawl in some of the region’s largest cities.

The Five Enablers of the Israeli-Palestinian Conflict
By Alon Ben-Meir
For decades, five powerful actors—the United States, the Arab states, the European Union, AIPAC, and Israel’s own opposition—have all claimed to seek Israeli-Palestinian peace while enabling permanent occupation, together burying the two-state solution.
NEW YORK, Apr 15 2026 (IPS) - Every powerful actor in the Israeli-Palestinian conflict professes to seek peace. The US and EU repeat the two-state mantra, the Arab states invoke Palestinian rights, AIPAC proclaims its defense of Israel’s security, and Israeli opposition parties promise “responsible” leadership and stability.

Africa’s Future Depends on Innovation, Data, and Frontier Technologies

The choice is clear; the window is narrow; and the time to prepare Africa’s workforce for the frontier economy is now. Africa’s growth story over the past two decades is real, but it is not yet transformative.
ADDIS ABABA, Ethiopia, Apr 17 2026 (IPS) - Across the continent, GDP has risen on the back of more workers, more capital and a commodity super-cycle, rather than through genuine gains in productivity and innovation. Too little labour has moved out of subsistence agriculture into higher-productivity manufacturing and modern services.

By Máximo Torero

ROME, Apr 17 2026 (IPS) - The headlines are wrong about food prices — but right to be afraid, very afraid. Walk into a supermarket in Chicago, Berlin, or Mumbai today, and you will not find the shelves stripped bare or the prices dramatically higher than last month. Despite weeks of alarming headlines about commodity markets, food inflation in most major economies has risen only marginally — a tenth or two-tenths of a percentage point between February and March of this year. In the United States, food inflation moved from roughly 2.9 percent to 3.1 percent. In Germany, from 0.8 to 0.9. In India, from 7.8 to 8.0.

NAIDIRI, FIJI, Apr 17 2026 (IPS) - Climate change is no longer a distant threat. Across the Pacific, it is a daily reality reshaping coastlines, livelihoods, and the delicate balance between people and the environment. But in a region long defined by resilience, solutions are not being invented from scratch. They are being remembered, strengthened, and scaled. Nature-based solutions (NbS) approaches that use ecosystems to address climate, disaster, and development challenges have always existed in Pacific communities. For generations, villages have relied on mangroves, agroforestry, and customary practices to protect their land and sustain their people. But as climate impacts intensify, the scale and speed of change demand more.

U.S.-Iranian War will inflate food costs even if fighting does not resume Dirt to Dinner | April 15, 2026

The conflict in Iran has many facets beyond a simple military battle. What is happening in the Middle East has economic consequences that stand to have an immediate and perhaps lasting effect on all of us, around the world. We’re facing higher prices for our energy and thus our food, as well as a substantial disruption to normal trade patterns.

From its start, the Iran war has divided prominent MAGA figures, with many supporting the president’s military push and others arguing it betrayed his avowed “America First” foreign policy. That split has grown sharper in recent days, as Trump’s erratic swings — from bellicose threats of sweeping destruction early in the week to an abrupt search for an off-ramp days later — have drawn sharp backlash from longtime conservative voices.

Trump’s extraordinary blockade of the Strait of Hormuz this week shows the United States isn’t backing down just yet. But America’s significant new step adds substantial risk – to more than just the economy.
