Kerala has tackled not only the current health disaster that is ravaging the world, but also earlier catastrophes including containment of the spread of Nipah virus and natural disasters with deft. Disasters of these dimensions can be tackled skillfully only when the leadership carefully invests in development policy over a long time leading to a shorter learning curve.
